The purpose of the research was to analyze the demand for education and health services in Soacha during the period 2000-2010 through a linear regression model called Ordinary Least Squares (OLS) and its relation to the General Participation System (GSP). Different perspectives are theoretically developed regarding the public and the role of the State, the transfer system in Colombia and the norms in force in this respect; Presents a panorama and general context of Soacha, its population and its developments in health and education.
